Search for the temperature danger zone and you'll find two sets of numbers — 40°F to 140°F from USDA consumer guidance, and 41°F to 135°F from the FDA Food Code that governs retail kitchens. Both are real; they're written for different audiences. Here's what actually happens to food inside the zone, the holding and cooling rules a cafe runs on, and which figures your inspector enforces.

Food Code figures are the model most states adopt for licensed kitchens — your state's adopted edition and local amendments control.
USDA's consumer food safety guidance defines the danger zone as 40°F to 140°F — the memorable version for home kitchens. The FDA Food Code, the model regulation for restaurants and cafes, sets the working limits at retail: cold holding at 41°F or below and hot holding at 135°F or above for TCS (time/temperature control for safety) food, which makes 41–135°F the zone your kitchen is actually regulated against.
There's no contradiction — the two documents serve different audiences with different margins. In a licensed kitchen, the version that counts is the Food Code as your state has adopted it, so learn the model numbers and confirm your state's edition.
Between those limits, bacteria that cause foodborne illness multiply — fastest in the middle band around room-to-steam-table temperatures, where USDA notes counts can double in as little as 20 minutes. The clock is cumulative: time in the zone during delivery, prep, an open fridge door and the lunch rush all adds up in the same direction.
Cooking is not an undo button, either: some bacterial toxins survive later heating, which is why the rules control time in the zone rather than relying on a final kill step.

In practice the danger zone is managed with a thermometer and a habit: temperatures checked at delivery, fridge and hot-hold readings logged through the day, date marks on ready-to-eat TCS food, and a corrective action recorded next to any out-of-range reading — moved stock, adjusted equipment, discarded product.

USDA's consumer rule is no more than 2 hours — 1 hour when it's above 90°F out. At retail, exposure is managed cumulatively through holding and cooling limits, and many jurisdictions permit time as a public health control: up to 4 hours out of temperature control with written procedures and time marking.
Both are published. 40–140°F is USDA consumer guidance; 41–135°F comes from the FDA Food Code's cold- and hot-holding limits for TCS food, which is what state retail regulations adopt. A cafe is inspected against its state's adopted Food Code figures.
Bacteria — including the pathogens behind most foodborne illness, such as Salmonella and toxin-forming Staphylococcus aureus. Growth is fastest in the middle of the zone, and some toxins formed during temperature abuse survive later cooking.
Roughly 5°C to 57°C for the Food Code's 41–135°F range, and about 4°C to 60°C for USDA's 40–140°F consumer version.
